In the Rhode Island Supreme Court, Administrative Office of State Courts, the Assistant State Court Administrator, Employee Relations is responsible for the leadership and administration of the human resource functions in the Statewide Court System.
The Office of Employee Relations oversees the development and delivery of services to 700 judicial officers and employees in six courts throughout the Rhode Island Judiciary. This position leads a team of H.R. generalists in the handling of all job postings, attendance reporting and payroll processing, new employee orientations, employee benefit administration; classification reviews, promotions, terminations, workers' compensation claims; maintenance of the Judicial Personnel Database, statistical reporting, responding to public record requests, maintenance of all personnel and confidential medical files, handling employee inquiries and requests for information from outside agencies and other court jurisdictions. This position serves as a subject matter expert to senior management and administrators of all courts, works closely with the Finance and Budget Office on salary and benefit projections and the Office of General Counsel on employment law matters; regularly provides reports on various staffing and personnel issues to court administrators and chief judges; responds to state and national surveys; conducts disciplinary hearings pursuant to judicial rules and collective bargaining agreements; performs FMLA administration; participates in bargaining negotiations with three (3) bargaining units representing 65% of the employee workforce; responsible for the administration of judicial officer pensions; oversight of various employee programs including but not limited to employee wellness activities, flu shot clinics, health fairs, financial representative site visits; serves as committee member and administrator of multiple sick leave banks and tuition reimbursement programs for employees of the judiciary and performs other related duties as may be assigned by the State Court Administrator.
Required Qualifications for Appointment:
Such as may have been gained from a college of recognized standing with a Bachelor's Degree in public administration, human resources, business administration or other related field; advanced degree preferred. Must have demonstrated executive level management skills; minimum of five years of human resource leadership experience; thorough knowledge of employment laws and employer obligations; extensive supervisory experience, thorough and practical understanding of state employment practices and procedures, familiarity with the State Court System; knowledge of the state retirement system a plus. This position also requires excellent verbal and written communication skills; ability to present in front of large groups; ability to establish and maintain effective working relationships with justices, court staff, representatives from other state agencies; demonstrated organizational, training, and interpersonal skills; ability to multi-task, provide guidance and assistance to colleagues and perform a wide-range of hands-on administrative tasks.
