In this position, the incumbent will perform emergency management work including managing, and coordinating with other entities the response to intentional and/or unintentional crises, disasters, other humanitarian emergencies, hazard, or natural and man-made/ technological (chemical, biological, radiological, nuclear, high-yield explosives) incidents. This position starts at a salary of $75,925 (IC-12).

EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This position is being announced under FEMA's Cadre of On-call Response/Recovery Employee (CORE) Program. This is a temporary appointment in the Excepted Service, not to exceed 2 years, with the option to extend based on workload and funding availability. Veterans Preference does not apply to the CORE selection process.

DutiesAs an Emergency Management Specialist, you will be responsible for providing senior level advice to high-ranking and professional staff in a FEMA Regional headquarters office along with external stakeholders concerning the extent of, formal declaration of, and effective communication of emergency notification and response required to address a crisis.

Typical assignments include:

  • Serving as a senior level advisor to regional response staff and leadership concerning policy issues dealing with immediate response to intentional and/or unintentional crises, disasters, other humanitarian emergencies;
  • Implementing headquarters and regional emergency management standards, regulations, practices, training, and procedures to identify, minimize or eliminate hazards and threats with a focus on response
  • Planning, programing and organizational analysis that encompasses difficult and diverse projects;
  • Working on plans for Level 1 disaster operations; plans including A-teams being requested by one or more affected states
  • Directing the region’s readiness and response logistics coordination efforts which include work with the Logistics Management Directorate in areas such as pre-positioned disaster supplies and immediate response resources.

You qualify for this position at the GS-12 level if you possess the following:

One full year of specialized experience equivalent to the GS-11 level in federal service. Specialized experience for this position includes: 1) Serving as an emergency management advisor for response programs in regards to pertinent laws, regulations, policies and precedents which affect the use of program and related support; 2) Conveying policy and concepts to technical and non-technical managers, project partner, and other germane parties with demonstrated logic, conciseness, and persuasiveness in obtaining the cooperation of other which defending findings to peers and management officials.
