The Second Judicial District is accepting applications for a Senior Court Clerk in the Probate Office of the Civil Division at the Ramsey County Courthouse. The position is responsible for all aspects of probate case processing. This includes performing the full scope of court clerical work involving case processing with various computer applications. The position requires detailed review of legal documents to ensure completeness, adequacy, accuracy and compliance with rules; and determining the correct process to use in accordance with court rules or, when necessary, referring the highly complex matters to a supervisor. Work requires the application of independent judgment and the interpretation of policies and procedures based on training and knowledge gained through experience on the job. This position requires good communication, organization, computer, decision making skills, close attention to detail and other knowledge, skills and abilities listed below.

This position has high visibility assisting the public parties, probate bar, and judicial officers while providing clerical assistance, computer assistance, problem solving, referrals, extensive procedural guidance, and information in both verbal and written form.

  • Perform case processing date entry work utilizing EFS (Electronic File and Serve), MNCIS, MMC (MyMinnesotaConservator), Excel, Microsoft Office and other related computer systems.
  • Review of electronically imaged documents including Petitions, Conservatorship and Trust accounts, and Guardianship reports.
  • Checking for errors, discrepancies, completeness, adequacy, accuracy and compliance with rules and working with attorneys and customers to make corrections, and determine processing required.
  • Generating and processing e-signature and electronically filing orders and notices.
  • Processing payments and receipts; balancing a till, preparing deposits.
  • Scheduling and calendaring of hearings, continuances, trials and other matters preparing and sending out specialized notices, orders and other documents, requiring detailed knowledge of applicable terminology, rules and procedures.
  • Clerking in court including: preparing calendar, case files and forms for court, arranging and organizing the docket and interpreters, checking people in and calling the calendar, taking minutes and noting case progress, administering oaths and setting future court dates.
  • Assisting customers at the counter, by telephone and through electronic means.
  • Making entries in MNCIS, including extensive case reviews and reminders, monitoring of reports and other similar duties.
  • Entering required information in MNCIS such as case events, case activity, dispositions and judgments, and completing post-court duties.

Knowledge, Abilities and Skills:
  • Knowledge of legal terminology.
  • Knowledge of modern office practices and procedures.
  • Knowledge of the Probate statutes, rules and procedures.
  • Knowledge of procedures for proper record maintenance and retention.
  • Ability to read and interpret legal documents of varying type and complexity.

Working Conditions:
Work is performed primarily in an office setting, courtroom or at a public counter,. Work involves contact with persons who may be upset, frustrated or confused. Work may need to be performed for a variety of different offices with self-transportation to different locations.

Physical Demands :
Work is essentially sedentary with occasional walking, standing, bending and carrying items up to 25 pounds.

Typical Qualifications:

Minimum Qualifications :
  • Graduation from an approved high school or vocational school
  • At least 6 months of experience as a court clerk or in the legal field
or two years in an office or data entry setting; Strong customer services skills with at least six months of customer service experience; Strong computer skills such as the ability to learn computer programs without difficulty, proficiency with Microsoft Office programs and case management programs such as MNCIS; and the ability to effectively troubleshoot computer and equipment problems related to case processing. Preferred Qualifications: Experience working in a Probate Court setting and a working knowledge in the area of probate, guardianship, conservatorship, and experience reviewing financial accounts for irregularities. Associate's degree or higher in a related field of study such as legal or secretarial. Candidates selected for the next step in the process (with the exception of current Judicial Branch AFSCME and Teamsters CAT employees) will be asked to take a web-based job-related assessment.

Successful candidate will be required to pass a criminal background check.

** Starting salary will be the minimum of the range for external applicants.**

An employee bidding for this position can only be considered if his or her current position is in the same, equal or higher class as that of the posted vacancy and governed under the AFSCME Council 5 and 65 union contract.

In accordance with the AFSCME labor agreement, a successful bidder shall serve a probationary period.
