These are 2nd shift positions located at Stonewall Jackson Youth Development Center, a secure facility with an overall mission to provide committed juveniles with a safe, secure environment that fosters healthy decision-making and personal responsibility.
The Department is implementing a new approach to the rehabilitation/habilitation of juvenile offenders on the campus development center in Cabarrus County. The program revolves around a cognitive-behavioral approach to the acquisition of social skills. This position will develop, coordinate and implement individual habilitation and treatment plans that facilitate the adjustment and progress of individual students in programs to which they are assigned.
This position is a direct care position involving shift work and serves as a professional-level member of a therapeutic treatment team. Youth counselors meet in weekly treatment team and monthly service planning team meetings to discuss progress of service plans and make adjustments as warranted. The position provides youth training in pro-social skills following a highly structured cognitive-behavioral treatment protocol involving behavioral rehearsal, feedback, and contingency management, provide counseling and juvenile supervision, and monitors the youth's behavior in order to promote habilitation and successful community reintegration. The position also facilitates daily psycho-educational groups targeting issues that are associated with risk for involvement in criminal activity. The juvenile population served has a variety of mental health and psychosocial needs. Work is subject to close personal and physical contact with juveniles and decisions made impact the protection of state property, the physical safety of the juveniles, staff and the employee.

Knowledge, Skills and Abilities / Competencies
Considerable knowledge of:
-Resiliency theory, learning theory, reality therapy, behavior modification and their application to child development;
-The practical application of developmental and social behavior assessments, goal writing and program implementation;
-Principles and techniques of working with children who exhibit emotional disabilities, retardation, learning disabilities, developmental disabilities and assaultive and aggressive patterns of behavior.
Selected applicant should have skills in:
-Observing, recording and evaluating adaptive, social and psychotic behavior among children and skill in instructing;
-Ability to plan, implement and monitor a behavior modification treatment program;
-Ability to establish and maintain effective working relationships with staff at all levels;
-Ability to organize and prepare accurate records, charts and reports and to analyze information;
-Ability to communicate effectively in oral and written form.
Minimum Education and Experience Requirements
Bachelor's degree in human services field or related human services field from an appropriately accredited institution and two years of experience working with at-risk youth or an equivalent combination of education and experience.
An Associates degree in mental health, child development programs, or criminal justice, and four years of experience in institution work which emphasized the use of behavior management techniques will be accepted.
Applicants with a Human Service degree such as Divinity, Education, Health Education, Religion, Political Science, Social Science, Sociology, Special Education, Therapeutic Education, or similar subjects must attach a copy of his/her college transcript for evaluation. Bachelor's degree in a related Human Services field, such as Criminal Justice, Sociology, Education, Religion or similar subjects shall include 25 semester hours of coursework related to the human services field.
Necessary Special Qualification - state employees engaged in "youth correctional work", as defined by State Statute GS. 17, are subject to and must meet the applicable education, employment, and training standards as defined and established by the North Carolina Criminal Justice Training Standards Act and administered through the North Carolina Criminal Justice Training and Standards Council.
Selected applicant must attend and successfully complete and pass the Juvenile Justice Officer Basic Training certification program.
The certification requires four weeks to complete and is comprised of classroom and physically demanding training. This training is carried out at regional training centers and requires consecutive overnight stays. In addition the selected candidate must:
• Have or be able to obtain required documentation for certification as a Juvenile Justice Officer (i.e. a diploma)
• Pass a Criminal Background check
• Pass a Drug Screening test • Pass a Psychological test
• Pass a Sexual Risk Screening test
• Pass a Physical
• Be a US citizen
• Be at least 20 years of age
• Have a valid driver's license
